Toddler boarded up in Caerphilly

This girl was kept boarded up in a bedroom which had had the door removed, and wooden boards nailed across the doorway to a height of 5ft. It seems unlikely that anyone ever went in or out of the room. She had one filthy mattress, bare floorboards, and the walls were smeared with excrement. The only light was provided by a skylight.

"Girl Two" was three years old when found, but it's not known how long she'd be kept in those conditions. She was whimpering for water when discovered.

Despite the involvement of 173 (yes, one hundred and seventy-three) officials in the family's case, the girl was not then removed from the family. Instead, the room was cleaned, the boards removed, and the family was monitored for a six-month period.

However, a further eight months later, when Girl Two was five, she was once again found in squalid conditions, wearing a babygro and with a heavily soiled nappy, despite her age. Finally, she was removed from the family, and the parents received a six-month prison sentence for child cruelty.
